Share Your Feedback on Noise Rules

At its July 15, 2025 meeting, the Committee of the Whole directed staff to gather community feedback on the Village of Pemberton’s Noise Regulation Bylaw No. 699, 2012. We want to hear from you! Your input will help us understand how the current rules are working and where they might need improvement.


About the Noise Regulation Bylaw

The bylaw sets out when and where certain noises are permitted, along with exemptions for specific activities. It covers:

  • Quiet hours (times when noise is restricted)
  • Construction noise regulations
  • Exemptions (such as emergency work or public events)
  • Special exemptions (permits for activities outside standard hours)

Definition of noise: Any unreasonably loud or excessive sound that disturbs the quiet, peace, rest, enjoyment, or comfort of individuals.


Current Quiet Hours

Noise is not permitted during the following times:

General quiet hours

  • Monday–Saturday: before 7:00 am and after 11:00 pm
  • Sundays and statutory holidays: before 9:00 am and after 11:00 pm

Construction noise

  • Monday–Friday: before 7:00 am and after 8:00 pm
  • Saturday: before 8:00 am* and after 8:00 pm
  • Sunday: before 10:00 am and after 4:00 pm
    • *Currently 7:00 am — Council will consider a bylaw amendment on September 9, 2025 to make this change official.

On statutory holidays, businesses may not create or permit construction noise before 10:00 am or after 4:00 pm.


Exemptions

Some noises are permitted under the bylaw, including:

  • Emergency vehicles
  • Bells announcing public worship services
  • Security and fire alarms
  • Street sweepers, snow removal vehicles, garbage trucks, and other public works or park maintenance equipment for public or approved commercial/industrial/institutional areas
  • Emergency repairs
  • Public events with a noise exemption permit
  • Approved business, industrial, or agricultural operations
  • Work with written approval from the Village


Special Exemptions

Construction activities outside the permitted hours may be allowed for a limited time if compliance is impractical or impossible. Permit holders must notify neighbouring property owners and occupants within one block.
