About the Housing Accelerator Fund Program
In April 2023, the Canada Mortgage and Housing Corporation (CMHC) introduced the Housing Accelerator Fund (HAF) program, a $4-billion initiative that will provide funding to local governments to fast track the development of 100,000 more housing units across the country. The objectives of the HAF program are to:
- Support the development of complete communities that are walkable, consist of appropriate residential density and a diverse mix of land uses, and provide access to a wide variety of amenities and services through public and active transportation.
- Support the development of affordable, inclusive, equitable, and diverse communities that encourage clear pathways to achieving greater socio-economic inclusion largely achieved through the equitable provision of housing across the entire housing spectrum.
- Support the development of low-carbon and climate-resilient communities.
How does the Housing Accelerator Fund impact the Village?
The HAF is a federal program that required the Village of Pemberton to submit a series of initiatives in an action plan that, when completed, will grant $2.7 million for the Village to invest in developing housing, housing-related infrastructure, and other community services that support housing. The Village’s action plan commits to seven local initiatives:
- Implement and Incentivize Infill Housing
- Develop and Implement a New Housing Strategy
- Planning for Housing-related Infrastructure, Facilities, and Services
- Pre-Zoning for Higher Densities to Permit New Housing Development
- Explore and Promote Innovative Housing
- Explore Revisions to Parking Minimum Requirements to Encourage New Housing
- Implementing a New E-Permitted System to Improve Approvals Processes

Pemberton’s Housing Accelerator Fund Action Plan
This initiative proposes zoning bylaw updates to introduce “missing middle” housing and expand opportunities for secondary suites and detached accessory dwelling units in traditional single‑family neighbourhoods. It aims to gently increase density while preserving small‑town character, supporting climate‑resilient, diverse, and inclusive infill development aligned with Pemberton’s Official Community Plan (OCP) and HAF goals. HAF funding would support expert guidance, community engagement, and incentive programs to add new units and bring existing unpermitted units up to code, increasing overall housing supply and stability.
Update: Initiative completed. Council endorsed the Infill and Small Scale Multi Unit Housing Incentives Program at the February 11, 2025, Regular Council Meeting. Additionally, the Village published a How-to Guide: Accessory Dwelling Units.
The Village will develop a new Housing Strategy that builds on recent housing needs data and past planning work to streamline development processes and prioritize actions that address Pemberton’s core housing challenges. Despite rapid population growth and several projects already in the pipeline, the community continues to face a housing crisis, making a coordinated strategy essential. HAF funding will enable the Village to hire a consultant to consolidate initiatives, guide policy direction, and support staff and developers in delivering housing types that best meet community needs.
Update: Initiative completed. Housing Strategy adopted November 5, 2025.
This initiative focuses on proactive infrastructure planning, including updated water, sanitary, and storm system modelling, to ensure Pemberton’s municipal services can support ongoing growth and expanded housing supply. With existing systems nearing capacity, the work will provide a clear roadmap for future upgrades, build long‑term service resilience, and create cost certainty for both the Village and developers. By completing this planning and enabling key infrastructure improvements, the initiative will help unlock housing projects that might otherwise be infeasible and accelerate the delivery of needed homes near the Village centre.
Update: Initiative completed. A variety of infrastructure projects were completed as a result of HAF funding (Village-Wide Water and Sanitary Systems Study, Wastewater Treatment Plan Assessment, Sanitary Lift Stations Condition and Capacity Assessment, Well Condition and Site Exploration Assessment, and Sanitary Inflow and Infiltration Study), as shown in the December 10, 2024, Committee of the Whole Meeting.
This initiative will introduce zoning and policy changes that allow higher‑density development in strategically selected areas, supporting growth projections and strengthening downtown as Pemberton’s central hub. Building on ongoing OCP engagement, it will pre‑zone areas of Pemberton, reducing the need for individual rezoning applications and speeding up approvals. HAF funding will support consultant expertise, policy development, and community engagement to implement these changes efficiently alongside related zoning initiatives.
Update: Initiative completed. Zoning Amendment Bylaw No. 975, 2024 (HAF Initiatives – SSMUH – Density – Parking) adopted by Council at the December 10, 2024, Regular Council Meeting.
This initiative aims to boost the viability of purpose‑built rental housing by researching best practices and creating incentives tailored to Pemberton’s needs. By supporting current applications and encouraging new ones, the initiative intends to increase secure, long‑term rental options for residents.
Update: Initiative completed. Council endorsed the Purpose-Built Rental Incentives Program at the July, 23, 2024 Regular Council Meeting and implementation is ongoing.
This initiative seeks to fill gaps in Pemberton’s housing spectrum by enabling new housing types that serve vulnerable residents, seniors, people with disabilities, and others with unmet needs. It will explore alternative and regulated forms of housing, such as co‑housing, pocket neighbourhoods, multi‑tenanted homes, and tiny homes, to broaden options beyond the community’s currently limited range of housing types. With consultant support through HAF funding, the Village will develop incentives and partnerships to introduce these missing forms of housing and better meet the evolving needs of local residents.
Initiative Completed: Council endorsed zoning bylaw amendments to broaden the range of housing types permitted in Pemberton neighbourhoods at the July 15, 2025, Committee of the Whole Meeting and implementation is ongoing.”
This initiative proposes updating Pemberton’s zoning bylaw to reduce or eliminate minimum parking requirements, removing a major barrier to building new housing. By reviewing current off‑street parking standards and offering more flexible options, the Village can lower development costs, streamline approvals, and support walkability and low‑carbon transportation. The goal is to let developers tailor parking to their target market rather than building excess parking solely to meet outdated minimum standards.

This initiative will introduce a new e‑permitting system to streamline development applications, improve tracking, ensure complete submissions, and speed up approvals for both applicants and staff. Building on the Village’s successful implementation of Cloudpermit for building permits, the new system would integrate planning and development processes for greater efficiency. HAF funding would support software implementation, resulting in a more accessible, transparent, and faster approvals process that positively impacts the overall housing system.
Update: Initiative was completed the week of October 7, 2024. The Village of Pemberton now accepts all building permit applications through Cloudpermit, our online permitting system. This platform allows you to apply anytime, track the progress of your application, and request inspections once your project is underway. You’ll also receive email or text updates as your application moves forward, and all permit documents are stored in your online profile for future reference.
