The Hillside Neighbourhood Plan is a forward-looking document that will guide the next phase of growth in the Hillside area. It builds on previous planning approvals and responds to current housing needs and policy directions for the Village of Pemberton. The Plan supports both infill development within the existing neighbourhood and future expansion over time.
Located approximately 4 kilometres from Pemberton’s Town Centre and 3 kilometres from Mount Currie, the Hillside area sits at the heart of the communities that share the Pemberton Valley. Most residential development will take place up the hillside, with the Rec Site serving as the central gathering space and anchor for the neighbourhood.
Why This Plan Matters
In 2024, Council initiated the Hillside Neighbourhood Plan in response to three major development applications that challenged existing policy in the area. Rather than reviewing each application in isolation, Council directed staff to take a holistic approach, updating planning policy to better reflect the Village’s current needs and long-term vision.
The goal is to support Pemberton’s housing needs while promoting a complete community that includes commercial services, recreational amenities, and active transportation connections.
Planning Foundations
The Hillside Neighbourhood Plan builds on decades of planning work and formally establishes Hillside as a residential growth corridor. It updates the land use and development approach in the Official Community Plan and aligns future decisions with the Village’s housing strategies.
The Plan outlines how the area can be developed sensitively and strategically, with a mix of housing types and densities that support the Rec Site, commercial development, transit, and other elements of a complete neighbourhood.
A Coordinated Approach
By consolidating past planning history, current approaches, and known development aspirations, the Plan provides a single, coordinated policy framework to guide short term, medium term, and long term growth. Development Permit Area Guidelines will help ensure consistency and quality as the neighbourhood evolves.
Vision for Hillside
Rising from the Valley floor, Hillside will offer a range of housing options surrounding the Village’s primary recreation site, known as the Rec Site. This inclusive neighbourhood will grow up the hillside, offering diverse housing forms that reflect Pemberton’s needs and respect the natural landscape.
Connected by trails and active transportation routes, Hillside will feel integrated both internally and with the broader community. With access to world class recreation, natural areas, and nearby lakes, it will remain a key destination for residents and visitors alike.
The Plan also prioritizes protection of Líl̓wat Nation’s archaeological, cultural, and business interests, ensuring development respects and preserves culturally significant lands.
